Pakistan’s Youth Bulge: A Closing Window of Opportunity

Pakistan stands at a critical juncture, possessing the largest generation of young people in its history, with roughly 64% of the population under the age of 30. While policymakers often herald this “youth bulge” as a potential engine for economic growth, the current reality for Generation Z is less about national prosperity and more about individual survival. Between a broken education system, rampant inflation, and a job market that cannot absorb the 4 million young people entering the labor force annually, Pakistan’s youth are hitting a wall.

The numbers are stark. Despite gains in literacy, educational attainment remains heavily skewed, with 67.5% of the population remaining below matriculation. Only 9.39% hold a bachelor’s degree or higher, and for those who do graduate, the reward is often a dead end; over 31% of educated youth are currently unemployed. This “literacy-labour dichotomy” exists because our educational institutions are stuck in the past, focusing on rote memorization rather than the problem-solving and digital skills required for the 21st-century job market. Alarmingly, only one in four students receives any form of career guidance from their educators, leaving the majority of youth indecisive about their future direction.

In response to this systemic failure, young Pakistanis are taking their destiny into their own hands via the digital landscape. The freelancing sector witnessed a remarkable 91% growth in 2025, as young professionals bypassed traditional employment to connect with global markets. For many, especially women who face cultural barriers to working outside the home, the “influencer economy” and e-commerce have become parallel lifelines. However, this digital escape is fragile. Disruptions in internet connectivity and regulatory uncertainty threaten these alternative paths, making reliable digital access an essential right rather than a luxury.

Socially, a significant intergenerational gap is widening. Nearly 46% of young Pakistanis report holding different views from their parents regarding social change, and many express frustration over a lack of agency in deciding their own life paths. This tension is compounded by a restrictive civic climate where dissent is increasingly relegated to memes and satire to avoid professional or personal punishment. Furthermore, despite high online political activism, there is a deep-seated distrust in state institutions; only 10% of youth report voting in the last year, feeling that their voices are ignored by the country’s leadership.

The choice for 2026 is binary. We can continue to defer the disciplined reforms needed to support this demographic—such as aligning education with market needs and ensuring macroeconomic stability—or we can watch this window of opportunity close permanently by 2040. To unlock the potential of Gen Z, the state must transition from impeding a facilitator. If we fail to convert youth numbers into economic dynamism, the resulting social and political costs will be a disaster of our own making.
