Pakistan Governance Forum 2026: Reimagining Governance for a $1 Trillion Economy

ISLAMABAD – The federal capital recently hosted the landmark Pakistan Governance Forum 2026, a high-level policy dialogue themed “Reimagining Governance for URAAN Pakistan.” Inaugurated by Prime Minister Shehbaz Sharif, the two-day event brought together over 500 participants, including federal and provincial leaders, senior civil servants, and global experts, to chart a transformative course for the nation’s future.

The Vision for a $1 Trillion Economy

Federal Minister for Planning, Development, and Special Initiatives, Professor Ahsan Iqbal, set a bold target for the nation: transforming Pakistan into a $1 trillion economy by 2035. He emphasized that while the traditional growth pace would lead to a $600 billion economy, national cohesion and “positive synergy” could nearly double that outcome.

The roadmap for this transformation is built upon the 5Es framework:

  • Exports: Targeting over $100 billion.
  • E-Pakistan: Driving digital transformation and AI integration.
  • Environment: Addressing climate change as a strategic imperative.
  • Energy: Modernizing infrastructure and achieving efficiency.
  • Equity: Empowering citizens and investing in human resource development.

Fiscal Reforms: Direct Tax Cuts on the Horizon

In a major announcement to the business community, Prime Minister Shehbaz Sharif revealed plans to reduce direct taxes in the upcoming federal budget. The PM stated that the government’s role is to facilitate the private sector rather than run businesses, aiming to ensure that investors’ capital is not “eaten up by taxes”.

However, the Premier also issued a stern warning to the sugar, cement, and tobacco industries, regretting that indirect taxes collected from consumers are often not deposited into the national treasury. This fiscal push comes as an IMF review mission arrives in Islamabad to evaluate performance targets, with a $1.2 billion tranche at stake.

Digital Transformation and e-Governance

The shift toward a “paperless and cashless” future was a central theme. Federal Minister for IT and Telecommunication, Shaza Fatima Khawaja, highlighted that the federal government, the Supreme Court, and several regional governments are transitioning to the e-Office system. Key structural reforms include the passage of the Digital Pakistan Act and the approval of the National AI Policy.

Provincial progress was also in the spotlight. Muzzammil Aslam, Adviser to the CM on Finance for Khyber Pakhtunkhwa, reported that the province completed its five-year digitization plan in just one year. KP has successfully digitized salaries for over 250,000 employees and pensions for over 115,000 retirees, making transactions fully digital and traceable.

Energy Sector: Halting the “Hemorrhaging”

Minister for Petroleum Ali Pervaiz Malik described energy as the “oxygen” of the economy. He reported significant progress in halting the rise of gas sector circular debt, which saw a slight decline from Rs. 1,831 billion in June 2025 to Rs. 1,816 billion by September 2025 without a budgetary backstop. The government is now moving toward greater deregulation of the gas sector to encourage private investment.

Economic Diplomacy and Global Realities

Deputy Prime Minister and Foreign Minister Ishaq Dar emphasized a pivot toward “economic diplomacy” and “strategic bilateralism”. He noted that Pakistan’s foreign policy is now nuanced, maintaining robust partnerships with China through CPEC 2.0 while simultaneously reinvigorating ties with the United States in trade and technology.

A Realistic Warning: The “Demographic Time Bomb”

Despite the optimistic targets, Senator Sherry Rehman provided a sobering “reality check”. She warned that while the economy has stabilized “on paper,” the lived experience of the public remains difficult. With 3 million young people entering the job market annually, she described the current employment crisis as a “demographic time bomb” that requires more than just service-sector growth to solve.

Training the Next Generation of Leaders

Reflecting a shift in civil service philosophy, the Civil Services Academy (CSA) deputed 20 probationary officers from the 54th Common Training Programme to the forum. This initiative aims to provide future leaders with first-hand exposure to real-time governance challenges such as fiscal federalism, digital transformation, and climate resilience.

As the forum concluded, the consensus remained clear: Pakistan’s path to prosperity lies in moving from “ideas to implementation,” leveraging technology, and maintaining political stability to achieve its 2035 economic milestones.
